Updating the local spatial planning concept:

01

1. Survey of the existing situation
Objectives: preparation of planning bases
Measures: reconciliation of the available data

The following influencing factors are relevant for decision-making: spatial, political, economic, demographic, social, cultural, technological and organisational.
The following baseline data are required: spatial and functional links between the municipality and its surroundings, spatially significant conditions and plans, boundaries, demographic development, uses and potential of land, trends, economic, ecological and socio-cultural changes, infrastructure and networks, as well as economic bottlenecks and objectives.

02

2. Implementation
Objectives: legal and political framework
Measures: drafting of regulatory texts and plans, white paper

Establishing legal bases on plans; recording the results of the investigations; presenting the necessary objectives and measures. Once the scenarios have been developed in detail, strategies are now implemented. Preparations for development plans, development concepts, strategy and business plans. Definition of guidelines. Fixing areas of responsibility.
